Increased scrutiny from OMB on large projects and programs requires organizations to implement greater project schedule and cost management disciplines to ensure continued funding. Margo is an Industry Market Manager, responsible for developing and executing Primavera’s go to market strategy for the public sector and aerospace & defense market. TT 04 – Effective Assessment Tools - EVM and PROJECTRx®
Project assessments, health checks, and audits can provide significant benefits in helping to monitor delivery results and manage project risk. Why then are they still not a standard practice?
Three common reasons are: 1) Awareness – Project Stakeholders do not possess a basic understanding of the purpose, mechanics, outcomes, or benefits of project assessments. 2) Fear – Project Assessments, sometimes referred to as Project Audits, they can put fear into the heart of even an experienced Project Manager or Sponsor. 3) Framework – An appropriate assessment structure or framework for providing project oversight does not exist.

TT 05 - AT&L Knowledge Sharing System (AKSS), Acquisition Community Connection (ACC) and
EVM Community of Practice (EV CoP)
The Acquisition, Technology, and Logistics (AT&L) Knowledge Sharing System (AKSS) was launched in October 2002 to replace the Defense Acquisition Deskbook. The AKSS serves as the central point of access for all Office of the Under Secretary Defense for AT&L policy guidance. The AKSS has undergone a variety of upgrades in the past year and has evolved to become the primary repository of AT&L policy guidance.
The Acquisition Community Connection is closely related to the AKSS and offers authoritative AT&L information and access to experts and peers working on critical AT&L processes. The ACC continues to evolve and currently includes fourteen communities of practice (CoP) and twenty-four special interest areas (SIA). One of the most popular ACC CoPs is the Earned Value Community of Practice with 70,000 – 80,000 hits a month. In this presentation, we’ll examine the types of information available on the AKSS and ACC 24 / 7 at no cost.

Dave Bachman is a retired military officer who has worked in industry and government. He is currently the Performance Learning Director for Earned Value Curriculum at the Defense Acquisition University (DAU) and the editor of the Acquisition Community Connection’s Earned Value Management Community of Practice. His duties include knowledge management, curriculum development, acquisition research, and consulting. He recently managed the development of a new DAU scheduling course and EVMS validation and surveillance course.
His industry experience includes work as a Senior Program Analyst with Engineering Management Concepts, Inc., providing Earned Value Management support to the Missile Defense Agency.
Dave’s military background includes extensive experience as a Navigator, Rated Staff Officer, JCS Intelligence Officer, and as a member of the Acquisition Corp. He started his acquisition career as an “Education with Industry” student at Hughes Aircraft Company. He was twice assigned to the GPS Joint Program Office, first as the project officer for the B-52 – GPS integration, and then as the Nuclear Detonation Detection System’s Program Manager.
Dave completed his military career at the Defense Systems Management College in Fort Belvoir, Virginia, where he was the course manager for the Intermediate Earned Value Management Course. Dave has a Masters in Education from Marymount University, an MBA from Rutgers University, a BS in Ceramic Engineering from The Pennsylvania State University and he won the 2005 United States Distance Learning Association’s silver award for excellence in teaching.
TT 06 - The Finer Points of Risk Management: How to Improve Methodologies as Modeled
through Primavera Pertmaster
This presentation demonstrates by example how Primavera Pertmaster is today being used extensively within the public sector for managing both cost and schedule risk.
Techniques for accurately risk loading schedules are discussed including Pertmaster’s unique Templated Quick Risk and integrated Risk Register. From this, risk adjusted schedules are analyzed using a Monte Carlo simulation with accurate determination of project contingency. Further, the concept of mitigation planning and cost effectiveness is discussed in detail with a technique for conducting cost/benefit analysis.
Closely tied to the risk analytics is Pertmaster’s schedule checking capability that through a series of schedule maturity criteria, assists with addressing common scheduling pitfalls.
The presentation concludes with a view of Pertmaster’s probabilistic cash flow capabilities for long term strategic and portfolio planning.

TT 07 - How to Review Portfolio/Program/Project Performance
This presentation will show how to determine confidence levels regarding the success of project cost and schedule. It will answer questions like; ‘How do managers at different levels determine the portfolio/program or project performance against their goals?’
This presentation will show ways to analyze a project or a portfolio of projects. Including;
- Which metrics give you the best performance information at the portfolio/program level.
- Which metrics are best for the organization or Resource manager
- How to present this information to company executives and to customers
This presentation will end with methods for disseminating this information. You will see how to create a standard report from the database(s) that can be scheduled for delivery every Monday morning (or every month, quarter, etc.) in an email as a PDF (or Excel, HTML, Text, etc.) format. In other words, the executive no longer has to go to a scoreboard to pull information; it is now delivered to them.
The discussion will be supported by the demonstration of Planview’s MPM version 3.2 and the MPM Performance Manager.

Mark is an Account Manager that works with MPM clients to determine their best practices to suggest enhancements to the MPM product an make sure that the customers are happy. He has 30 years experience as a practitioner and consultant designing and implementing project management processes and supporting software.
Mark’s experience with Earned Value Management (EVM) started in 1975 in the aerospace industry. Subsequently he provided EVM consulting services to DOD, NASA, DOE and their contractors. As a Project Controls Manager at a leading engineering and construction company, he was responsible for project management on major infrastructure projects and used EVM for project management.
As a consultant, Mark presented hundreds of training classes to companies and government agencies in the USA, Australia, and Canada. He has done public seminars, video and remote presentations on EVM. In the 1980’s, Mark wrote a book on EVM that was used to train a project management software company team.
Mark was a charter member of the Performance Management Association (EVM professional association) that was merged with PMI in 1999. Mark has a BA degree in Business Management from the University of Texas at El Paso.
TT 08 - Schedule Analysis with the PM Metrics Schedule Detective
I have been a scheduler for 14 years and I hate it when someone knows more about my schedule than I do. I also hate being reactive instead of proactive. Putting on my analyst hat, when a schedule or many schedules come my way, how do I make sense of them quickly? More important, how do I come up with the questions I will need to ask? Over the years I have developed the Schedule Detective to help me do a better job. It runs hundreds of test, in seconds, and gives me the information I need to analyze a schedule regardless of whether I am the scheduler or the customer.
This presentation will show the large amounts of information that is available in the schedule and how to sift through it to see the “Forest for the Trees”. Analysis requirements are different from project to project and within the same project from phase to phase. The Schedule Detective does the grunt work by extracting a wide spectrum of information from the project schedule. Hundreds of queries can be performed on thousands of activities in less then a minute. The information is organized into multiple levels from a health score card to supplying detailed problem reports to points of contact. Most analysis is based on a single dimension, the snapshot of the project at one time. The Schedule Detective, however, also discerns trends over time and extrapolates performance into the future.
Even though the Schedule Detective currently analyzes only MS Project Schedules, the presentation is filled with a large amount of information that every scheduler or manager can use.

TT 09 - Portal-based Implementation of a Custom EVMS
The intent of the ANSI 748-B Guidelines is to provide organizations the freedom of designing and implementing an Earned Value Management System (EVMS) that best reflects that organization’s normal business practices. With that said, the burden is upon the organization to prove that each applicable Guideline is adequately reflected within the characteristics and the policies and procedures in each of nine performance-based management processes (also referred to as subsystems).
This presentation introduces a recently launched solution called, “EVMServices.com”. EVMServices.com offers organizations a portal-based system that combines performance management applications, training and certification, and expert online EVMS consulting services that together guide and support organizations in their adaptation of EVMS characteristics and documentation into their existing management processes. This patent-pending synthesis of Performance Management and Advanced Distributed Learning systems provides organizations that are new to EVM a performance-based culture and business environment in which they may successfully design, implement and conduct their day-to-day EVMS activities.

TT 10 - The Emerging Art & Science of Schedule Quality
Earned value techniques and formulas, when applied to the information in a project schedule, can provide a clearer picture of how much value a project has delivered so far. In concert with interpreting the results of earned value formulas, it is helpful to assess and understand the caliber of the project schedule itself. Are scheduling best practices being followed? Conversely, are practices that are frowned upon being followed? Is there a systematic way to examine how the schedule itself has changed over time? How can an organization define, assess, audit, and report internal schedule quality standards? This presentation will delve into the emerging art and science of schedule quality, or the degree of excellence exhibited by the structure and content of a project schedule. A closer look will be taken at how earned value measurements are integrated into schedule quality assessment. Finally, a methodology will be presented that will show how a PMO or senior PM team can establish schedule quality standards for their organization, vendors, and contractors.

He is internationally recognized as a developer and co-developer of several project management techniques and methodologies. In recognition of his contributions to acquisition research he was awarded the 1997 U.S. Defense Acquisition University Acker Award. Prior to civilian life he served in the United States Navy for over 22 years specializing in information technology, acquisition, project, and business management. During his duty he received numerous personal awards, citations and commendations. He completed his career on the staff of the Undersecretary of Defense for Acquisition and Technology where he developed new project management processes and participated in the development of acquisition policy.
Mr. Pisano holds a B.S. from the University of Maryland, an M.S. in management from Pepperdine University, an M.A. from the Combat Studies Institute of the Army Command and General Staff College, and is a graduate of the senior executive program of the Colgate-Darden School of Business of the University of Virginia. He is also a former board member of the PMI College of Performance Management.
